As Bihar heads into the final phase of its 2025 Assembly elections, the political temperature in the state has reached a boiling point. The concluding round of voting, set to cover key constituencies across northern and central Bihar, will not only decide the fate of more than 1,300 candidates but will also determine the political direction of one of India’s most politically volatile states.

The multi-phase polling, spread across several weeks, has already witnessed intense campaigning, spirited roadshows, and fierce rhetorical duels between the National Democratic Alliance (NDA) and the opposition bloc led by the Rashtriya Janata Dal (RJD) and Congress. The outcome of this final round could tip the balance of power in a contest being closely watched across India.

The Stakes Couldn’t Be Higher

The final phase carries disproportionate political weight. Several heavyweight leaders, including ministers, former chief ministers, and prominent local faces, are in the fray. For the NDA, led by the Bharatiya Janata Party (BJP) and Chief Minister Nitish Kumar’s Janata Dal (United), this round is crucial to consolidating their performance from the earlier phases.

For the opposition Mahagathbandhan, led by Tejashwi Yadav’s RJD and supported by the Congress and Left parties, this is the final opportunity to push for a comeback and challenge the NDA’s dominance.

The last phase includes constituencies that have historically swung between alliances. Regions such as Seemanchal, Mithilanchal, and parts of north Bihar will witness contests defined by caste equations, local grievances, and shifting loyalties. Political analysts note that voter sentiment in this phase often influences the overall narrative of the election, giving it an almost referendum-like weight.

The Political Landscape: Nitish vs. Tejashwi

Chief Minister Nitish Kumar, often regarded as one of India’s most seasoned political survivors, faces one of the toughest electoral tests of his career. His alliance with the BJP has ensured organizational strength and resources, but anti-incumbency, unemployment, and public fatigue with long-standing leadership pose real challenges.

Tejashwi Yadav, on the other hand, has evolved from being seen as a political novice to a credible challenger. His campaign has centered on job creation, governance reforms, and promises to empower youth,  a message that resonates strongly in a state where nearly two-thirds of the population is under 35.

This generational face-off has become the defining feature of Bihar’s 2025 election. Nitish represents stability and continuity, while Tejashwi embodies change and youthful energy. Between them lies a vast voter base divided by ideology, caste, and aspiration.

Regional Battlefronts: What’s at Stake in Key Constituencies

Bihar’s electoral geography has always been complex. Each region brings its own mix of issues and influences.

  1. Seemanchal: With its large minority population, this area often determines the success of parties like the AIMIM, which has been attempting to expand beyond its traditional pockets. The RJD and Congress aim to consolidate the Muslim-Yadav (MY) vote, while the NDA relies on a development narrative and welfare outreach.

  2. Mithilanchal: Known for its intellectual legacy and migrant population, this region has seen a strong contest between the BJP and RJD. The return migration during the COVID-19 years and recent rural distress have influenced voter moods significantly.

  3. North Bihar: Flood-prone and agrarian, the northern belt continues to vote based on local performance and caste loyalty. Here, the JDU still maintains influence through its social welfare schemes, though the RJD has made inroads among marginalized communities.

Caste Equations Still Rule the Game

While issues like infrastructure, education, and jobs dominate campaign speeches, Bihar’s caste matrix remains the invisible hand behind every electoral calculation.

The Yadavs, Kurmis, Koeris, Dalits, and upper-caste groups all hold decisive weight in different constituencies. Nitish Kumar’s social engineering,  blending Extremely Backward Castes (EBCs) and women voters through targeted welfare schemes,  remains his core strength. However, Tejashwi’s strategy to re-energize the Yadav-Muslim base while appealing to youth and unemployed graduates has reshaped the opposition’s momentum.

Smaller parties, including the Vikassheel Insaan Party (VIP) and HAM (Secular), also play spoiler roles in many seats, particularly where margins are expected to be razor-thin.

Campaigns That Changed the Game

The 2025 Bihar election has been marked by unprecedented digital outreach. Drone rallies, WhatsApp campaigns, and AI-generated speeches have become common tools for major political players. The BJP’s use of data analytics and booth-level mobilization remains unmatched, while the RJD has focused on social media engagement and youth-driven volunteer networks.

Tejashwi Yadav’s rallies, often attracting massive crowds, have been framed around employment and dignity,  contrasting with Nitish’s message of continuity and stability. The Congress, though struggling to regain its foothold, has tried to project itself as a balancing force in the alliance.

Meanwhile, Prime Minister Narendra Modi’s frequent visits to Bihar and direct appeals to voters have transformed the final phase into a referendum on the NDA’s governance model at both state and national levels.

Voter Issues: Jobs, Migration, and Rural Economy

At the heart of Bihar’s political churn lies the same set of challenges that have haunted it for decades,  unemployment, migration, and agricultural stagnation.

Despite visible progress in road connectivity, electrification, and education, Bihar continues to struggle with an economic model that pushes millions to migrate annually in search of work. The pandemic exposed this fragility when returning migrants flooded home villages without local opportunities.

This time, voters appear more conscious of long-term solutions rather than short-term benefits. Job creation, especially in small towns, has become a make-or-break issue. Women’s empowerment schemes and welfare benefits, such as cash transfers and free housing, have gained importance but are no longer enough to secure blind loyalty.

Security and Poll Preparations

The Election Commission has deployed massive security arrangements for the final phase. Thousands of paramilitary personnel, drone surveillance, and live-streamed polling stations are part of efforts to ensure free and fair voting.

Authorities are particularly alert in sensitive districts where past elections have witnessed sporadic violence or booth capturing attempts. Voter turnout trends from earlier phases suggest a competitive environment, with enthusiasm especially high among young voters and first-time participants.

What Political Experts Say

Political observers describe this election as a “turning point” for Bihar. According to Patna-based analyst Rajesh Pandey, 

“The 2025 election is not just a contest of parties but of ideas. It is about whether Bihar chooses continuity with gradual progress or decides to gamble on change.”

Others argue that the result will shape not just state politics but also influence national alignments ahead of the 2026 Lok Sabha build-up. A strong RJD performance could reenergize the opposition’s national narrative, while an NDA sweep would reinforce the BJP’s organizational dominance in the Hindi heartland.

The choice voters make today will not only decide the fate of 1,300 candidates but also signal the kind of politics they want for the decade ahead: one rooted in identity or one driven by aspiration.
