In another of its chilling horrors of the increase in lawlessness of Haryana, a Sub-Inspector stationed at ADGP office in Hisar was beaten to death brutally late Thursday evening after he had attempted to prevent a group of youths who had taken to creating havoc near his home. This incident has also led to an outcry in the entire state, which has brought forth burning questions on the security of even the people delegated with law and order.
The Incident
Police sources have identified the victim as Sub-Inspector Ramesh Kumar who is 57 years old thus just three months away from retirement. Ramesh was an employee of the Haryana Police, working longer than thirty years and serving in the last decade as the officer of the ADGP office. His family resided in the Gali Number 3 of Dhani Shyamlal in Hisar.

The tragedy happened at about 11:30 PM on Thursday when Ramesh Kumar engaged himself in confrontation with a group of boisterous youths accused of causing a menace in the neighborhood. At first he had succeeded in scattering them, and what succeeded was a cold-blooded vengeance.
An hour back, several men came back in a car and on two-wheelers, allegedly carrying sticks and bricks. Witnesses reported that they started shouting insults and causing noise at the house of Ramesh once again. And when the officer endeavored to reason with them, they assaulted him with wooden sticks and bricks, and he had fallen grievously wounded. His relatives, who were frightened by his screams, rushed outside, but the assailants were able to escape, leaving their cars at the spot.

Response and Investigation of the Police
The senior officers of the Hisar Police would arrive at the site of the crime immediately after they received the information. The wounded policeman was charged to Hisar Civil Hospital where physicians at the facility confirmed him dead. His body is placed under post-mortem.
The accused have been targeted by police teams which have gone to the extent of launching an intensive manhunt. The cars that the assailants abandoned are now major pointers in who and where they are. Forensic teams have been sent to gather fingerprints and DNA traces at the vehicles.
Hisar Police has registered a case of murder, under IPC Section 302 and connected sections of assault and criminal conspiracy. Some of the suspects are already under scanner and raids are being done on possible hide outs within the district.
Family Grief and Community Shock
The assassination of a senior policeman in the territory of the top police institution of the state has rocked both communities of local residents and the police fraternity. Neighbours remember Sub-Inspector Ramesh Kumar as a disciplined and quiet police officer who liked to volunteer to resolve any differences in the neighbourhood. They say his premature demise has created a gap not only in his family but also in the society he governed.
His relatives who have also been serving in the police department are shocked. Outside the hospital, a relative said that he had been looking forward to being retired and spending more time with us. “He just went out to prevent their peace-making. Despite that this would be his case.”
A Larger Pattern of Violence
This cruel act has revived the issue of the rising audacity of criminals in Haryana where even uniformed officers are not spared anymore. Cases of assaulting police authorities have been reported in recent years in such districts as Sonipat, Jhajjar, and Rohtak, and this is a worrying pattern of increasingly defiant attitude towards the law.

Observers tell us that larger policing efforts and community coordination are urgently needed by the fact that the murder of an officer who was not quite at retirement age highlights the importance of the issue. When the law enforcement is the one targeted it is an indication of intrinsic flaws of deterrence and responsibility in the society, a senior retired DGP of state said.

Next Steps
The police officials have promised speedy justice and to get the culprits at the nearest opportunity. Additional units are deployed, and there is a CCTV footage analysis of adjacent places. Call records and digital footprints are also being followed by investigators to determine whether the attack was planned or an impromptu vengeance action.
In the meantime, the Hisar police fraternity is ready to give an elaborate funeral farewell to the officer who has died. Employees refer to him as a man of duty to the last.

When a serving Sub-Inspector is killed simply because of keeping the people on the right side of the road, the message may be alarming about the increasing intolerance towards the authority. This case should be handled by the state government and the police leadership as a test of both justice and internal morale. Accountability will also be seen to ensure it is responded to promptly and visibly and not just a tribute to the sacrifice of Ramesh Kumar, but also a renewal of confidence in the system.
